Co participation regime in the Province of Misiones

This paper analyzes the mechanism of Co participation between different levels of government in Argentina and seeks, as its central objective, to give an explanation of the failure to find a way to reform the current system since 1988, despite the many project laws presented in the context of the House of Representatives of Misiones.First, one traces the origin of co participation in Misiones and any alterations up to the current scheme was established in 1998. Secondly, a brief analysis of population trends of Misiones to try to show that it is necessary to reform the mechanism for allocating resources for municipalities to later look into the various proposals for reform that took place in the House of Representatives of Misiones, so that finally and as a conclusion and outline brief hypotheses to explain the difficulties to find consensus even with province consensus to achieve change.Downloads
